The right to receive extraordinary medical care

The procedure for exercising the right of the extraordinary provision of medical care established by the legislation of the Russian Federation to certain categories of citizens in medical organizations participating in the implementation of the Territorial program of state guarantees of free medical assistance to citizens in the city of Moscow for 2018 and for the planning period 2019 and 2020 (Appendix 8 to the Territorial Program)

1. The procedure for providing emergency medical care to certain categories of citizens in medical organizations participating in the implementation of the Territorial program of state guarantees of free medical assistance to citizens in the city of Moscow for 2018 and for the planning period 2019 and 2020 (hereinafter referred to as the Procedure) sets the rules for the provision of medical extraordinary assistance to certain categories of citizens in medical organizations participating in the implementation of the Territorial program of state guarantees without atnogo providing medical aid to citizens in the city of Moscow for 2018 and the planning period of 2019 and 2020 (hereinafter - medical organizations)

2. The right to extraordinary provision of medical care in medical organizations in accordance with the legislation of the Russian Federation is granted:

2.1. Disabled persons of the Great Patriotic War, invalids of military operations, participants of the Great Patriotic War, war veterans and persons equated to them in terms of medical support

2.2. Former underage prisoners of fascist concentration camps, ghettos and other places of forced detention created by German fascists and their allies during the Second World War.

2.3. To persons who worked during the Great Patriotic War on air defense facilities, local air defense, construction of defensive structures, naval bases, airfields and other military facilities within the rear borders of active fronts, operational areas of operating fleets, on front-line sections of railways and highways .

2.4. Persons awarded the sign "Resident of the besieged Leningrad."

2.5. Disabled members of the families of the deceased (deceased) disabled person of the Great Patriotic War, disabled veteran of war, veteran of the Great Patriotic War, war veteran and persons equated to them in terms of medical support.

2.6. Heroes of the Soviet Union, Heroes of the Russian Federation, full holders of the Order of Glory, family members (spouse), parents, children under the age of 18, children over the age of 18 who became disabled before they reach the age of 18, and children under 23 years old, studying in organizations engaged in educational activities, full-time education) Heroes of the Soviet Union, Heroes of the Russian Federation and full gentlemen of the Order of Glory.

2.7. Heroes of Socialist Labor, Heroes of Labor of the Russian Federation and full holders of the Order of Labor Glory, widows (widowers) of Heroes of Socialist Labor, Heroes of Labor of the Russian Federation or full cavaliers of the Order of Labor Glory who did not remarry (regardless of the date of death (death) of the Hero of Socialist Labor , Hero of Labor of the Russian Federation or the full holder of the Order of Labor Glory).

2.8. Persons Recognized as Victims of Political Repression.

2.9. Rehabilitated Persons.

2.10. Citizens awarded with the badges "Honorary Donor of the USSR" or "Honorary Donor of Russia.

2.11. Citizens exposed to radiation and receiving social support measures in accordance with the Law of the Russian Federation of May 15, 1991 No. 1244-1 “On the social protection of citizens exposed to radiation as a result of the Chernobyl disaster”, Federal Law of November 26, 1998 No 175-ФЗ “On the social protection of citizens of the Russian Federation exposed to radiation as a result of the accident at 1957 at the Mayak production association and the dumping of radioactive waste into the Techa River”, Federal Law of January 10, 2002 N o 2-ФЗ “On social guarantees to citizens exposed to radiation as a result of nuclear tests at the Semipalatinsk test site” and equated to them in terms of medical support in accordance with the Decree of the Supreme Council of the Russian Federation of December 27, 1991 No. 2123-1 “On the extension of action The Law of the RSFSR “On the social protection of citizens exposed to radiation as a result of the Chernobyl disaster” to individuals.

  1. In order to create conditions for the realization of the right to extraordinary provision of medical care in medical organizations at stands at the reception desk, in the admission department of medical organizations providing medical care on an outpatient basis, inpatient settings, inpatient conditions, as well as on the websites of medical organizations in information and telecommunications network the Internet contains information on the list of categories of citizens entitled to extraordinary e medical care.

When placing this information, the medical organization shall ensure the conditions for the availability of such information for persons with disabilities in accordance with the legislation of the Russian Federation on the social protection of persons with disabilities.

  1. The right to extraordinary provision of medical care is established on the basis of a document confirming that a citizen belongs to one of the categories of citizens specified in clause 2 of this Procedure.
  2. The right to extraordinary provision of medical care on an outpatient basis is exercised with a citizen’s direct appointment with a medical organization. At the same time, employees of a medical organization providing medical care on an outpatient basis provide marking with a corresponding mark of a medical card of a citizen entitled to extraordinary provision of medical care.

Medical organizations that provide primary health care at the place of residence, organize registration of citizens who have the right to extraordinary medical care.

  1. In order to provide extraordinary primary care in a planned form on an outpatient basis, the receptionist provides, as a matter of priority, a preliminary appointment with a citizen entitled to extraordinary medical care, referring the indicated citizen to the doctor on the day of treatment (if absence of an admission coupon), delivery of his medical card with the appropriate note to the doctor, who, in an extraordinary order, receives such a citizen.
  2. If there are medical (clinical) indications for an outpatient, a citizen who has the right to extraordinary medical care, additional medical examination and (or) laboratory tests by the attending physician will arrange for the appointment of such a citizen in an extraordinary order by the necessary specialist doctors and conduct Extraordinary necessary laboratory tests. If it is necessary to provide the specified citizen with medical care in a day hospital, in stationary conditions, the doctor issues a referral for hospitalization with a note on the right to extraordinary medical care.
  3. The planned hospitalization of a citizen entitled to extraordinary medical care for medical care in a day hospital, specialized medical care, including high-tech, in stationary conditions is organized in an emergency order in accordance with the information contained in the waiting list medical care in a planned form.

In the absence of the necessary type of medical care in the medical organization to which the referral for hospitalization has been issued, the medical organization, in consultation with the administration of the medical organization that provides the necessary type of medical care, sends the specified citizen to this medical organization.

  1. Federal medical organizations participating in the implementation of the Territorial program of state guarantees of free medical care for citizens in the city of Moscow for 2018 and for the planning period 2019 and 2020, apply this Procedure taking into account the provisions of the Decree of the Government of the Russian Federation of February 13, 2015. No. 123? On the approval of the Rules for the extraordinary provision of medical care to certain categories of citizens within the framework of the State Guarantee Program for the free provision of medical care to citizens in medical organizations subordinate to federal executive bodies ?.
  2. Monitoring compliance with the extraordinary procedure for providing medical assistance to citizens specified in clause 2 of this Procedure is carried out by the Moscow Department of Health and the heads of medical organizations.

The basis for the provision of medical assistance to medical organizations to citizens in an extraordinary order is a document confirming that a citizen belongs to one of the categories of citizens specified in clause 2 of this Procedure, which, in accordance with the legislation of the Russian Federation, is granted the right to extraordinary medical care.
